Mr. Heron focuses his practice on public finance and complex finance transactions. He represents clients as bond counsel, borrower’s counsel and underwriter’s counsel on all matters relating to both tax-exempt and taxable financings in public offerings and direct placements. Mr. Heron also works with public universities and other institutions in connection with tax-exempt and taxable financings of student housing and mixed-use facilities, including through public-private partnerships. Mr. Heron is a member of the National Association of Bond Lawyers and the Maryland Municipal Attorneys’ Association, and is based in the firm’s Baltimore, Maryland, office.
Mr. Miutescu is a technology and information governance attorney experienced with complex software development, distribution, and licensing, and data protection issues in emerging technologies, including blockchain and distributed ledgers. He co-chairs the Data Privacy, Cyber Security & Technology subcommittee of the MSBA and is a board member of the Washington, D.C., Chapter of the Romanian American Chamber of Commerce. He speaks fluent Romanian and conversational German and is based in the firm’s Baltimore, Maryland, office.
Mr. Montesinos focuses his practice on representing a variety of businesses and organizations throughout Maryland and the District of Columbia. His primary focus is on counseling common interest communities with respect to: interpreting and amending governing documents, covenant enforcement, implementing community rules and regulations, transitioning from developer to homeowner control, warranty claim prosecution and the collection of assessments. He also litigates a number of higher education matters, small business matters and regularly serves as insurance defense counsel for many community associations. Mr. Montesinos is an active member of Habitat for Humanity Metro Maryland and is based in the firm’s Rockville, Maryland, office.
Mr. Schimizzi is a restructuring professional with a focus on commercial bankruptcy and insolvency law. He represents clients in various industries including energy, healthcare, industrial, and restaurants and food service, among others, in all aspects of business reorganizations, loan restructurings, bankruptcies and related litigation. A member of TMA, IWIRC, the American Bankruptcy Institute and the Judith K. Fitzgerald Western Pennsylvania Bankruptcy American Inn of Court, he is based in the firm’s Pittsburgh, Pennsylvania office.
Mr. Stoker focuses his practice on corporate and transactional matters. He counsels companies on matters ranging from start-up and formation issues to exit events and succession plans, and has significant experience in capital raising and merger and acquisition transactions. A a certified public accountant, he is a member of the Maryland Bar Association Business, Tax and Young Lawyers’ Sections and is based in the firm’s Baltimore, Maryland, office.
