Rose M. Matricciani
Ms. Matricciani is a lawyer and a registered nurse who focuses her practice on healthcare. She has experience in representing healthcare providers before multiple licensure boards and representing physician practice groups in strategic alliance with hospitals. Ms. Matricciani also has experience reviewing home health contracts for clients in the certificate of need process and licensure for home health agencies in the state of Maryland. Additionally, she has advised healthcare clients on fraud and abuse issues including self-referral, anti-kickback false claims and false statements. Outside of her practice, Ms. Matricciani is the co-author of Intravenous Drug Abuse and One Academic Health Center.

Addressing Domestic Violence, Past and Present
In September 1993, MedChi and the Maryland Alliance Against Family Violence (the “Alliance”) embarked upon a major family-violence prevention initiative that focused on education and training of health care professionals. Seed money for this initiative was donated by MedChi, and a Family Violence Task Force (the “Task Force”) was formed under the auspices of MedChi’s Public Health and Public Relations Committees co-chaired by Martin P. Wasserman, M.D. and Hiroshi Nakazawa, M.D.

The General Assembly adjourned on April 7, 2003 and the Session actively concluded when the Governor enacted legislation into State law during four separate signing ceremonies on April 8, April 22, May 13 and May 22. Compliance with HIPAA Electronic Health Care Transactions
When the Health Insurance Portability and Accountability Act (“HIPAA”) became law in 1996, one of its requirements was to establish national standards for electronic health care transactions and code sets. The original deadline for compliance with the national standards was October 16, 2002. That deadline, however, was extended one year to October 16, 2003 for all covered entities except for small health plans whose compliance deadline is already October 16, 2003.

Cyber Alert: Anthem Data Breach: Self-Insured Plans
On February 4, Anthem, Inc., the second largest health insurer in the U.S., reported that hackers breached one of its IT systems and stole personal information relating to consumers and employees. Described as “very sophisticated,” the attack involved the records of an estimated 80 million people. While information accessed apparently did not involve medical information or credit card numbers, it did include such personally identifiable information as names, social security numbers, and income data.
